Terran: I realize there are a plethora of “Councils” and the number “nine” is very popular among galactic races.

Terran note:  This concept of oversoul is not what people think it is, as some central core of their fractal selves. This reply even came as a surprise to me.  These are gatekeepers.  Wannabe overlords of your soul. They were involved in banking on and off world.  These are beings that parasitized human energy from their realm overlay of Earth.  They often spoke often spoke of  "the divine plan".  We called them "The divines" since 2013 for this reason.  They frequently made allusions to heaven as if they were there to direct humanity from heaven.  They leave it to you to presume they represent God/Source.  There is no hierarchy in Source.  They are also fond of calling Earth a school for souls.  Its not.  Their realm was where the "Hall of Amenti" once resided.   It's in shambles now.  Some things are no longer allowed. 

A few humans, through rigorous self discipline and spiritual practice actually figured out this illusion on Earth, and when they did, they were invited into this group as "ascended masters".   You may recall St Germaine's connections to banking.  He's not the only one. The intent was they would teach other humans but only 5,000 people were ever taught during Earth history.

I am not sure they are the "Elohim" Clif High is looking for (I suspect that's ETs from many sectors given they battled one another).   But they may well be the ones pulling the strings and vetos at the top of the purported Galactic Federation.
